The face of America is changing. The Census Bureau reports that in 48 states, the proportion of ethnic minorities has increased. In just two states, West Virginia and Hawaii, the proportion of non-Hispanic whites has increased.

It means the difference between white(Spain, Mexico) and black(Dominican)hispanics. Whites who are not hispanic are for example of Germanic or Irish decent. That would be my guess.
Hispanic is a lingustic category, not a racial category so it can be a bit slippery. Some are pure white, pure indian, pure black, or in most cases a mix.
Some exec at one of the major US Spanish speaking stations is actually a polish Jew, but managed to fanangle an affirmative action contract on the grounds that his ancestors fled spain to the east during the Inquisition.
As for current demographics, the vast majority of Hispanic immigrants to this country and mestizo (white/indian) or almost pure indian. If you go to any of these pro-illegal protests, you'll see they definitely identify themseves as mayans or aztecs or whatever much more than spaniards.
