Aside from the obvious difference in the scale of the crimes, Robbins notes that one group looks upon their activities with pride; the other, with shame. "The outrages at Abu Ghraib were not sanctioned by higher authorities, and were halted when they were discovered," Robbins points out. "The terrorists on the other hand killed Nicholas Berg while executing their official policy."
